“‘Yung committee on justice naman will determine whether it is sufficient in form and substance. [It] has within three session days to conduct or call for a hearing on the determination whether it is sufficient in form. If] it is sufficient in form, ihe-hearing naman sa substance,” aniya.

“Since it is our duty and responsibility under the rules upon due referral to determine its sufficiency in form and in substance, talagang dapat  mag-hearing ‘yung committee on justice,” dagdag ni Garbin.

“If ever there is a determination both in form and in substance and these are all sufficient, saka pa lang papasagutin si [Associate] Justice Leonen, and will be given 10 days to file his answer,” sabi ni Garbin.

Ang impeachment complaint ay ipinasa ni Filipino League of Advocates For Good Government (FLAGG) Secretary General Edwin Cordevilla noong Disyembre ng nakaraang taon. Ito ay inendorso ni locos Norte Rep. Angelo Barba.
